Harare town clerk arrested while attending workshop in Gweru

GWERU – Harare town clerk Eng Hosiah Chisango was yesterday arrested by police in Gweru while attending the Town Clerk’s Forum meeting at Fairmile Hotel.

Special Anti-Corruption Unit head, Thabani Mpofu, confirmed the arrest.

“I can confirm the arrest but am yet to get finer details,” he said.

A charge sheet in possession of CommuTalk however shows that Chisango is being accused along with housing director, Zvenyika Chawatama for allocating land on anopen space situate in Kuwadzana 3 without following legal procedures.

“The two accused through one Mr Nyabeze developed a fake plan with plan number TPF/WR/85/17. No application was made to the Ministry of Local Government for change of land use as is required in the Urban Council’s Act. This renders the plan in question null and void.

“Chisango went on toissue fourteen provisional allocation letters to Bluffhope Investments who were consultants hired by applicants to procure the land on their behalf…in all this, the requisite approval of the director of works responsible for town planning and land management was never sought,” reads part of the charge sheet.

“The two accused therefore criminally abused public offices to the prejudice of the fourteen beneficiaries,” the charge sheet further reads.

In Gweru, there are also fresh land scams involving members of the management who have been allegedly allocating themselves more than two stands against the council policy of one stand per employee as a service package.
